In 'La Rose de France' by François Joyaux we find that the rose was mentioned in the catalogue of Van Houtte (Ghent, BE) and the catalogue of Sisley-Vandael from 1837, a nursery in Paris that specialized in import from Belgium and Holland, which makes us suspect that the rose originated in one of those two countries.
The name comes from the opera 'Robert le Diable' created in 1831.
